Each proposal will be reviewed internally to determine if it is eligible and complete before it is reviewed by an
independent panel of industry professionals. The panel will meet to discuss the proposals and rank them
using the weighted scoring matrix outlined below. The following criteria could be subject to minor changes.

Is the budget complete, showing eligible costs and at least 50% applicant contribution? Is a project timeline with clear milestones included? Does the proposal contain KPIs or measurable outcomes? Is there evidence of market demand / need (internal data, 3rd party research, client letters)? Are the proposed activities eligible under BDP guidelines?
